Project Description: Altus Consult Ltd is delivering consultancy services to support stakeholder engagement for the Matanda Irrigation Scheme. The assignment focuses on strengthening inclusive participation, enhancing project awareness, and promoting ownership among stakeholders, while ensuring effective grievance management mechanisms.
Key Objectives:
- Conduct comprehensive stakeholder mapping and analysis

2. Establishment of Sustainable Farmer-Based Management Organisations (Namalu & Sipi Irrigation Schemes)
Location: Nakapiripirit District (Namalu), Bulambuli District (Sipi)
Duration: February 2026 – February 2029
Project Description: Altus Consult Ltd is supporting the establishment of sustainable, farmerled institutional frameworks for irrigation scheme management. The assignment promotes participatory governance, commercial viability, and long-term sustainability of irrigation services.
Key Objectives:
- Mobilize and sensitize farmers and stakeholders for active participation
- Establish and strengthen FarmerBased Organisations (FBOs)
- Develop institutional, governance, and ICT systems for scheme management
- Build capacity in Participatory Irrigation Water Management (PIWM)
- Integrate cross-cutting issues including gender, GBV, HIV/AIDS, and grievance redress
- Design and operationalize Grievance Redress Mechanisms (GRMs)

3. Consultancy Services for Implementation Support for Sustainable Management for Rwengaaju Irrigation (RIS) Scheme in Kabarole District
Client: Ministry of Water and Environment.
Location: Kabarole District, Uganda
Duration: January 2020 – December 2026
ACL’s Contribution to the Rwengaju Irrigation Scheme
At the Rwengaju Irrigation Scheme, Altus Consult Limited delivered a comprehensive strategy to enhance the scheme’s operational efficiency, community impact, and long-term sustainability. The strategy included the following actions:
- Formation and Capacity Building: Mobilizing farmers to form IWUAs and cooperatives while providing training in leadership, financial management, and agricultural best practices.
- Legal and Operational Frameworks: Developing constitutions, bylaws, and operational manuals to guide the governance and functioning of the FBOs.
- Infrastructure and Resource Management: Establishing systems for equitable water distribution, infrastructure maintenance, and fee collection to ensure sustainability.
- Stakeholder Engagement: Collaborating with government agencies, NGOs, and private sector partners to provide technical and financial support.
- Mindset Change and Business Orientation: Encouraging farmers to view agriculture as a business by adopting modern farming techniques, accessing markets, and increasing production efficiency.
Through these efforts, the IWUA has been capacitated to ensure effective water management, while the cooperative facilitates access to inputs, training, and markets. Together, they empower farmers to improve productivity, reduce operational costs, and increase household incomes.
Sustaining these organizations requires ongoing capacity building, transparent leadership, and strong community commitment to collective growth and shared prosperity
4. Consultancy Services for Performance Assessment and Enhancement of Management of Mubuku 1 Irrigation Scheme in Kasese District.
Client: Ministry of Water and Environment.
Location: Kasese District, Uganda
Duration: January 2020 – December 2026
Project Description: The overall objective of this assignment is to conduct a functional analysis of the Management and Performance of the Mubuku 1 Irrigation Scheme to identify the gaps, recommend the solutions and revitalize the management and performance frameworks for better management of the Scheme.
Key outputs of the assignment include:
- Conduct a functional analysis of the performance and management of irrigation Schemes and undertake review of performance and management contract documents.
- Undertake promotion, awareness raising, mobilization and sensitization of the farmers and all key stakeholders through engagement and participation in the operation and maintenance of the Schemes and management of the irrigation Schemes.
- Put in place an appropriate Farmer Based Management system to revitalize the current Organizations and institutional arrangements for effective management, monitoring and regulation to foster sustainable and viable commercial irrigation services.
- Establish and develop capacity to ensure functional, effective, efficient, viable and networked Farmer based institutions are created to manage, operate and maintain the irrigation Schemes.
- Train and develop the capacity of farmers in Participatory Irrigation Water Management (PIWM).
- Finalised the situation analysis and baseline survey.
- Stakeholder engagement was conducted.
Through these efforts, the IWUA has been capacitated to ensure effective water management, while the cooperative facilitates access to inputs, training, and markets. Together, they empower farmers to improve productivity, reduce operational costs, and increase household incomes.

Project Description: ACL is implementing a consultancy assignment for the Performance Assessment and Enhancement of Management of Agoro Irrigation Scheme in Lamwo District. The assignment aimed to assess the scheme’s operational efficiency, identify management gaps, and implement strategies to enhance its functionality and sustainability.
Key outputs of the assignment include:
- Comprehensive Performance Assessment: An in-depth evaluation of the scheme’s operational, technical, and management systems, highlighting areas for improvement.
- Institutional Strengthening: Revitalization of Farmer-Based Organizations (FBOs), including the Irrigation Water User Association (IWUA) and Water User Committees (WUCs), to ensure effective governance and equitable resource distribution.

Review of Internal Audit Manual
Client: Uganda Bureau of Statistics (UBOS)
Project Description: Altus Consult Ltd was contracted to review and strengthen the Internal Audit Manual for UBOS, ensuring alignment with international standards and best practices.
Objective: To develop a comprehensive Internal Audit Manual that standardizes audit processes in line with the International Professional Practices Framework (IPPF) and guidelines of the Institute of Internal Auditors (IIA).
Key Activities:
- Reviewed the draft internal audit manual, policies, procedures, and templates
- Assessed compliance with applicable laws, regulations, and professional standards
- Improved clarity, structure, and usability of the manual
- Identified gaps, inconsistencies, and outdated content
- Provided detailed revisions and enhancements
- Developed and refined supporting audit templates and tools
Outcome: Delivered a comprehensive, user-friendly Internal Audit Manual aligned with international standards and tailored to UBOS operational needs.
Consultancy Services for Implementation Support for Sustainable Farmer Based Institutional Management of Olweny Irrigation Scheme in Lira District
Client: Ministry of Water and Environment
Project Description: In undertaking this assignment, we ensured a consultative approach by engaging key stake holders notably the Ministry of Water and Enviroment, Ministry of Agriculture Animal Industry and Fisheries, the Lira District Technical team, the farmers/ and water users within the scheme.
The assignment was delivered by a team of over 20 highly experienced Consultants and these included Sociologists, lawyers, Irrigation engineers, ICT specialists, Finance management specialists and Organisation Development specialists
Objective: The overall objective of the consultancy was to support the Ministry of Water and Environment to establish/revitalize the institutional structures and systems available at the Olweny irrigation scheme (the scheme), Lira District and support the implementation of the proposed institutional structures through participatory farmerbased organizations in order to foster commercially viable irrigation services for sustainable management and regulation of the Olweny irrigation scheme.
The Consultancy was very successful and resulted into a number of achievements including:
- Development of the Farmer Based Management model
- Revitalization of the Farmer Based Management institutions these included the Irrigation Water User Association (IWUA), Cooperative Society, Water User Committees (WUCs) Farmer field schools
- Establishment of the Inter Sector Technical Support Team (ITST) to enhance coordination and supervision of the irrigation scheme
- Enhancement of Capacity of the Cooperative and IWUA leaders
- Development of Operational Manuals to guide the FBMOS in management of the scheme, these included; business planning, financial management, procurement management and human resources management manuals
- Development of Legal frameworks to guide relationships/interaction of different actors
- Mid-set change among farmers and leaders on the need to pay user fees and undertake agricultural production as a business.
Midterm review of the “Empowering Youth Through Vocational Training and Entrepreneurship in Karamoja, Uganda” action- 2018
Client: DanChurch Aid Regional Office-Kampala
Project Description: Assessed the performance of the action/project and determined whether the outputs were being achieved and the extent to which these outputs are leading to the expected outcome.
Key Activities:
- Reviewed the extent to which the three Vocational Training Institutions (VTIs) are able to provide quality Vocational Education and non-formal skills training.
- Assessed the extent to which the local actors; like government departments, CSOs and private sector have supported the youth to improve or make use of their acquired skills.
- Identified key lessons and propose practical recommendations for the remaining period of the Action.
- Evaluated the quality of the project and its elements in terms of the following principles of Appropriateness, Effectiveness, Cost efficiency, Impact, Sustainability (social, economic, institutional), Community participation, acceptability and opinions.

ACL carried out the following activities:
- Reviewed equal opportunity policy documents and other relevant literature.
- Developed an inception report with tools to capture enquiry and equal opportunity gaps.
- Carried out primary stakeholder consultations of selected ministries to capture relevant equal opportunity issues.
- Drafted equal opportunity audit guidelines and discussed them with the EoC Management.
- Pretested the effectiveness of the audit guidelines.

Client: National Agricultural Advisory Services (NAADS) – Agency under the Ministry of Agriculture and Co-funded by the World Bank
ACL carried out the following activities:
- Reviewed the NAADS operations, policy documents and other relevant literature. An inception report was developed and submitted to the client.

Consultancy Services to Prepare the Shortlist of URSB Applicants for 15 Positions (Number of Applications - 2580 Applicants), in 2015
Client: Uganda Registration Services Bureau (URSB)
Activities undertaken include:
- Verification of applications received from URSB
- Coding of applications: All applications were coded in order to get a unique identifier for each specific job.
- Preparation of the long list: Using the application identifiers, a long list was developed per position advertised for.
- Initial filtering: This sieving exercise enabled the Consultants to reduce the number of applicants per position based on the evidence they presented as attachments to their applications.
- Selection tests: The applicants that made it through the initial filtering exercise and qualified for the selection tests were invited to attend tests relevant to the positions they applied for.
- Final shortlist: The final shortlist was obtained and a report was submitted to URSB Management.
Conducted a salary survey and reviewed the job descriptions for its staff in 2014.
Client: African Centre for Global Health & Social Transformation (ACHEST)
Project description: The overall objective of the assignment was to produce fair and equitable pay levels for all positions within ACHEST current salary structures and review the existing job descriptions.
ACL carried out the following activities:
- Provided a proposal of our methodology to be used.
- Provided a projection of the time required or likely to be used.
- Provided budget estimates.
- Generated job descriptions after reviewing the existing ones.
- Conducted a salary survey with organizations of a similar nature as guided by the ACHEST Management.

Project description: The objective of the assignment was to solicit for applications for the post of General Manager, screen and recommend to Management the best candidate for the position.

Client: Uganda Wildlife Education Centre (UWEC)
The activities carried out on the consultancy included:
- Carried out a job analysis exercise and assessed the suitability of the existing structure in achieving the objectives of the Centre and made appropriate recommendations;
- Evaluated the jobs and proposed an appropriate grading hierarchy;
- Wrote comprehensive job descriptions;
- Proposed an appropriate structure for UWEC taking into account the nature of the business and legal requirements.
